Elk Rock circumnavigation likely requires a 61 foot water level.

Today, Nov. 25, 2016 at 59.7 ft was not passable due to stones being placed as a walking path to cross the channel. Perhaps they will be washed out in the spring and a lower level might be do-able. The level was 55 feet April 27, 2016 when I last circumnavigated.
